HMRC changes affecting license applications to come into effect on 4 April

From 4 April 2022, HMRC (Her Majesty’s Revenue & Customs) rules are changing which mean that an individual, company or any type of partnership applying for or renewing a license as a taxi driver, private hire driver or a private hire vehicle operator or anyone dealing in scrap metal will need to complete a tax check.

This will apply when making an application for the same type of license previously held (that ceased being valid less than a year ago) and if applying for the same type of license already held with another licensing authority.

Applicants must carry out the tax check themselves and cannot ask a tax agent or adviser to do this on their behalf. The tax check will ask questions about how tax is being paid on the income the applicant earns from their licensed trade. After completing the tax check applicants will be given a tax check code that will need to be supplied on the application to the licensing authority so they can confirm a tax check has been carried out.

Applicants will not be granted a licence if a tax check code is not provided to the licensing authority and are advised to get a Government Gateway user ID and password before April 2022. Full details are available at gov.uk and on the council website for taxi licenses and scrap metal dealer licenses.
